Anger is a sin:

Do not associate with a man given to anger;
Or go with a hot-tempered man,

Proverbs 22:24

Do not be eager in your heart to be angry,
For anger resides in the bosom of fools.

Ecclesiastes 7:9

for the anger of man does not achieve the righteousness of God.

James 1:20

Anger is not a sin:

BE ANGRY, AND yet DO NOT SIN; do not let the sun go down on your anger,

Ephesians 4:26

Explanation:

These passages do not contradict. They say the same thing. Anger, while it can be an appropriate response, should not control an individual. When anger controls and individual it can lead them to sin.

The passages above do not condemn anger itself. It condemns uncontrolled anger and people consumed by their anger.
