Long hair is not a sin:

‘All the days of his vow of separation no razor shall pass over his head. He shall be holy until the days are fulfilled for which he separated himself to the LORD; he shall let the locks of hair on his head grow long.

Numbers 6:5

For behold, you shall conceive and give birth to a son, and no razor shall come upon his head, for the boy shall be a Nazirite to God from the womb; and he shall begin to deliver Israel from the hands of the Philistines.”

Judges 13:5

Long hair is a sin:

Does not even nature itself teach you that if a man has long hair, it is a dishonor to him,

1 Corinthians 11:14

Explanation:

A couple of things must be pointed out here. First, 1 Corinthians 11:14 does not say that long hair is a sin. Here, Paul says long hair dishonors a man. This is consistent with Numbers 6:5 and Judges 13:5 (which we will explain in a moment).

Second, we must keep in mind the audience of 1 Corinthians; namely the Greek in the city of Corinth, wear long hair was considered a sign of an effete man. Paul (the author 1 Corinthians) is not strictly saying that long hair is a dishonor. Paul is saying that effeminate men are a dishonor.

It is true that in the ancient Israelite culture long hair was considered shameful. It was for this reason that God commanded the Nazirite to not cut his hair. He showed his commitment to God by maintaining a status of humility (by not cutting his hair). This is why God demands that his hair remain long. Apart from this, such a request would seem arbitrary senseless.
