Lying is a sin:

“You shall not bear false witness against your neighbor.

Exodus 20:16

Lying lips are an abomination to the LORD,
But those who deal faithfully are His delight.

Proverbs 12:22

But for the cowardly and unbelieving and abominable and murderers and immoral persons and sorcerers and idolaters and all liars, their part will be in the lake that burns with fire and brimstone, which is the second death.”

Revelation 21:8

Lying is not a sin:

Then the king of Egypt spoke to the Hebrew midwives, one of whom was named Shiphrah and the other was named Puah; and he said, “When you are helping the Hebrew women to give birth and see them upon the birthstool, if it is a son, then you shall put him to death; but if it is a daughter, then she shall live.” But the midwives feared God, and did not do as the king of Egypt had commanded them, but let the boys live. So the king of Egypt called for the midwives and said to them, “Why have you done this thing, and let the boys live?” The midwives said to Pharaoh, “Because the Hebrew women are not as the Egyptian women; for they are vigorous and give birth before the midwife can get to them.” So God was good to the midwives, and the people multiplied, and became very mighty. Because the midwives feared God, He established households for them. Then Pharaoh commanded all his people, saying, “Every son who is born you are to cast into the Nile, and every daughter you are to keep alive.”

Exodus 1:15-22

But the woman [Rahab] had taken the two men and hidden them, and she said, “Yes, the men came to me, but I did not know where they were from. It came about when it was time to shut the gate at dark, that the men went out; I do not know where the men went. Pursue them quickly, for you will overtake them.” But she had brought them up to the roof and hidden them in the stalks of flax which she had laid in order on the roof.

Joshua 2:4-6

You see that a man is justified by works and not by faith alone. In the same way, was not Rahab the harlot also justified by works when she received the messengers and sent them out by another way? For just as the body without the spirit is dead, so also faith without works is dead.

James 2:24-26

Explanation:

It is important to remember the circumstances under which women listed above lied. In both Exodus 1:15-20 and Joshua 2:4-6, the woman lied to save the life of innocent people. While we cannot say definitively that lying under these circumstances is not a sin, we can conclude that the actions of these women was considered praiseworthy.
